SugarCRM:
you can do create own module, crate your own menu.
but you can not customize the default home page. you need edit the
modules/Home/index.php
file to Achieve this purpose.
and SugarCRM Community Edition End of Life so you'd better not use this anymore.

SuiteCRM:
can  create your own module item
